Image hero: Add option to show parallax scrolling effect#306

This suggestion is to add the option of a parallax scrolling effect to the image hero section.

Parallax scrolling is a web site trend where the background content (i.e. an image) is moved at a different speed than the foreground content while scrolling. To see an example of what this looks like, please check out the example URL attached to this suggestion.
